  • Toast the spices: In a dry skillet over low heat, add the fennel seeds, cinnamon sticks, cardamom pods, cloves, and black peppercorns ( if using) . Toast for 2-3 minutes until the spices become fragrant. Be careful not to burn them—stir frequently.
  • Cool and grind: Allow the toasted spices to cool. Using a spice grinder or mortar and pestle, grind the toasted spices into a fine powder.
